Application Catalog "Application installation not started"

Has anyone ran into this isssue.  I am having the problem described in this link.  I ran the fix with no help.

This is happening on a small number of devices.  This has just started since I have upgraded to R2 CU4, was not happening before.

Error on the server:

[17, PID:6776][03/20/2015 07:16:37] :The web method threw a fault exception - System.ServiceModel.FaultException`1[Microsoft.ConfigurationManager.SoftwareCatalog.Service.Faults5000.ServiceError]: Invalid parameter

There is also error in silverlight log on the client.  

Any ideas?
