Application "Past due - will be installed" in the software center

I have a required app that seems to be stuck at "Past due - will be installed" in the software center. This is happening on every machine and has been this way for over 2 days. If I install the app manually in the software center, everything installs fine. 

-Verified that content has been downloaded to the ccmcache folder on the clients.
-For the Client Settings > I have "Additional software manages the deployment of applications and software updates" set to NO!
-I've verified that there is no maintenance window by running a report to double check.
-Application properties "Install where or not a user is logged on"
-I've gone through other posts and have found no solution

AppEnforce.log. It appears that its exceeding the application timeout of 120 mins, but why?
