Manage already approved applications

Hi,

I have deployed application to All Users and select "Require approval".

Users need to send approval request to install application. The trouble is the same user can logon to any computer on the network and install already approved software without any further approval from SCCM server console.

1. How to stop this to happen, so user will need to send approval request every time they logon to a new computer and try to install a software?
