I have been experiencing an issue with many if not all local clients we have right now. Once an Application is deployed to a client and the client receives this policy, the Application's source files start to cache at a decent speed. About half way through the data transfer, the process simply stops. It picks back up automatically, but can be an hour or so later.
For example, I deployed a Visio 2013 SP1 Application to a client this morning and refreshed policy. The client processed the updated policy and started downloading / caching the source files into \ccmcache at 8:59. When it got to 305mb of the 539mb package, it simply stopped. In \ccmcache there are two folders for the app - \8 (305mb) and \8.BDRTEMP (0mb.)
Below is a link to the DataTransferService.log file where at the very bottom, it just stops. It does mention BranchCache, but that option isn't even enabled for the DP (which also happens to be the SCCM Primary.)

We are using SCCM 2012 R2 SP1 CU3 and the client connects to the DP (Primary) over the WAN via a 100mb link.
