After upgrading to 1606, I am seeing this bits error in my datatransferservice.log when deploying this application. It worked fine before upgrading:
BITS job {4788CF53-F6B0-4024-AEE6-25EA8A94C490} failed to download source file...Intergraph.Licensing.Administrator.exe.config with error 0x80190194
The application deployment will just sit at downloading in Software Center and will not make progress.
