SCCM 2012 - Permissions to "Application" -> "Create Requirement" ?

Hi Guys,

Recently my colleague (from helpdesk) has tried to make an application with requirement for Users/Computers - he hasn't got access to it - it was blank, the same for devices:

I have read in book "Configuration Manager 2012 Unleashed" that :

"User Machine Relations" are not set by scopes, and it seems to be true - because as I went to "Administrative Users" in "Administration" section, the persmission tab showed me the "User Device Affinities" line - so it seems to be All OK! Doesn't it?

Seems no to be... because as I gave the permission to my colleague - in "permissions" tab - for "User Device Affinities" he still didn't see anything there - in "Create Requirement" tab. So I gave full administrative right for that user - still nothing.

Then, despite what I read in that book, I added user to scope named "default". Guess what? The ability of setting up requirements appeared...

Of course I do not want those helpdesk users to be the "default" scope members - so here is the question:

Where the hell, do I need to add user/give him permissions, so the tab with setting requirements for applications will be adjustable? Without of course giving him administrative access for whole console!

I would be appreciate for any suggestions.
