StartPrepDriver - StartService Failed with error 2

We have a few dozen endpoints where software metering is not working, but the vast majority of our enterprise works fine. Here is what our mtrmgr.log show:

I've tried manually reinstalling the driver as indicated in kb3213242. "RUNDLL32.EXE SETUPAPI.DLL,InstallHinfSection DefaultInstall 128 C:\WINDOWS\CCM\prepdrv.inf"

I've tried uninstalling and reinstalling the CM client. I haven't gotten any WMI errors so I don't think wiping it out would help. 

Any thoughts? My Google-fu has failed me in locating this problem anywhere.  Everything seems to point to the service not being found.
