Each time there is an client upgrade for SCCM I am seeing the following event:

there a warning for the client update service to be restarted but then it requires a machine restart Why?

1. why the first message, is it a permission issue on the SMS Service?

2. if the service restart failed, is it normal to require a machine restart?
