Pushing a reg key with system access

Guys,

I am trying to push a registry file to windows 32 bit and windows 64 bit windows 7 operating systems.  System has full access to the location where I am trying to import to and Admins have read and special permissions.  When I pushed VIA SCCM 2012 it ran sucessfully but did not import the key.  My batch file contains regedit.exe /s "%~dp0upgrade.reg"

Any ideas ?
