SCCM 2012 Fails to install/push software updates and application installs

I use to have this working but I decided to install WSUS onto the same server as SCCM 2012 and in that process of me troubleshooting that issue I reinstalled IIS on the SCCM Server. I think that is what broke this link.

Needless to say I reinstalled the Application Webpoint and Web Service on the Service Role but the software updates and applications still will not install.

Here are some of the log errors I have found. I tried to research all I could but everything keeps pointing to Boundary Groups but I have had those setup already. I even deleted and recreated them hoping that would fix the issue.

SMS_PORTALWEB_CONTROL_MANAGER Log

Portal Web Site Control Manager detected PORTALWEB is not responding to HTTP requests.  The http status code and text is 401, Unauthorized.

Possible cause: Internet Information Services (IIS) isn't configured to listen on the ports over which PORTALWEB is configured to communicate.
Solution: Verify that the designated Web Site is configured to use the same ports which PORTALWEB is configured to use.

Possible cause: The designated Web Site is disabled in IIS.
Solution: Verify that the designated Web Site is enabled, and functioning properly.

I confirmed all the IIS features needed were installed as well. I checked the services, they are running. I restarted IIS and the SCCM server but still nothing is working. Updates sit at 0% download.

Can anyone help me please?
