File inventory for %windir%\security\database

I'm trying to include secedit.sdb as a file to collect in software inventory. Is there a security setting on the %windir%\security\database that prevents SCCM from collecting files from that location? I have other inventories running just fine (msi, dll,exe, etc.)  

I've tried this for 2 days now with no results. I've tried *.* in the path location, *.sdb, the file name in the location, all of the hard disks, etc. I should have results by now.

I've have run the collection cycles.

Any ideas? Thanks!
