Permissions on the requested may be configured incorrectly

I have deployed an Application in a Task Sequence (why do I put myself through this, so many reliability issues.....).

At the step in the task sequence, the smsts.log reports the error message 

Failed to run the action: Oracle Enterprise Single Sign-On Client 11.1.2.2.0. Permissions on the requested may be configured incorrectly. Access is denied. (Error: 80070005; Source: Windows)

At this stage in the TS, there is nothing in the AppDiscovery or AppEnforce logs to indicate that the smsts engine has even attempted to check if the app is discovered, and does not appear to have run the command to install the app (no msi log file, no events in log).

After the TS fails, if you run it again a second time, it succeeds.

This issue is affecting about 20% random devices, random builds, all clients are on SCCM 2012 R2 SP1 and we have never seen it before.

Has anyone else experienced anything like this? The error message is insufficiently specific in order to help us much.
