trouble with windows 7 background image package .bat script

Hi, I have a .bat script which is to copy windows 7 logon and default background .jpg files that does not appear to be working correctly.

The .bat script works when I manually run it by open an elevated command prompt, but it is lying when I try to deploy it as not hidden and allowing users to interact with it. 

For example, the command 'copy c:\windows\ccmcache\14\background1360x768.jpg c:\windows\system32\oobe\info\backgrounds' shows 1 file(s) copied. but that file DOES NOT get copied. I looked in the source folder c:\windows\ccmcache\14\ and the file is there and looks correct, but It is not in the destination folder at all even though it states one file was copied.

I put a pause after the command and the only observation I have is that when I look at running programs in the task manager, the cmd.exe program does not appear to have a user associated with it. I dont know if that is a problem. Every other .exe shows my username in the username column.

Any idea what I am doing wrong ? The package is set to run with administrator rights.
