How to remove modify rights from a specific package or application?

Hello All,

Once again I have been faced with the task to try and lock down SCCM 2012. Currently I have been trying to re-mediate a Task Sequence and then lock it down so know one could change it once it works. I am able to hide the TS with Scope Options however if I try and hide the packages and make a copy of the TS that calls them then technicians are not able to use in the packages that are hidden from them in the TS that has been copied. The whole point of what I am trying to do is stop people from being able to modify packages that are included in the TS that will be used for production. Technician need to be able to create and modify packages for testing purposed but should not be able to modify specific packages that I choose. Where have the granular permission options gone that SCCM 2007 used to have. I remember being able to right click on specific options and lock them down one by one if I needed to. Please advise is there a more granular way of locking down specific packages and applications? RBA viewer does not seem to be any help for my requirement.
